Hello.
Links should be shown only in the Link Manager (under "cross-arrows" / "X" icon).

Workflow manager - contains linked Activities
Link manager - contains linked records
Document manager - contains attachments (like files, notes, folders/archives)

If a record link is shown in Document manager (paperclip), then it needs to be reported as bug.
