we are not aware of any issue about the SendWebRequest function on that version.
Even if I understand the situation, 8.4 2018-05-14 is the only version where I could try to replicate and the web call you're referring to works perfectly on our build 84191707.

I hope another partner could contribute to the discussion with a hint to help you to figure out.
