For version 8.3 you need license for Real Time Interfracing.

For version 8.4 you need RTI only for first 7 primitives from the list:

GetRecordBlob        no license in 8.4, used to have special enabler   
PackFieldMatrix        no license in 8.4, used to have special enabler
UnpackFieldMatrix        no license in 8.4, used to have special enabler
PackRowFieldMatrix        no license in 8.4, used to have special enabler   
UnpackRowFieldMatrix        no license in 8.4, used to have special enabler   
SetRowBlob        no license in 8.4, used to have special enabler   
GetRowBlob        no license in 8.4, used to have special enabler
You should also check hansa.log for the functions that is asking for special license
