TheFindIntEnablerAddress = -1 cannot get the enabler

our client cannot get an enabler key. I can see TheFindIntEnablerAddress = -1 in the log. Does it mean the server cannot connect to the enabler server?
IT admin turned off firewall, restarted the server machine, result is the same.
problem was unpaid invoices, but the error message was SString(14672,"Getting an Enabler Failed, server not responding correctly, please try later."); Case closed.
I would like to know what BackgroundHALShouldPause does, and how to use it. While it's listed in the HAL Primitives report, it is not used in source code and it doesn't appear in the LMS HAL...
