TheFindIntEnablerAddress = -1 cannot get the enabler

our client cannot get an enabler key. I can see TheFindIntEnablerAddress = -1 in the log. Does it mean the server cannot connect to the enabler server?
IT admin turned off firewall, restarted the server machine, result is the same.

it's on premises CN on windows. CN status is "not reacheable", even though the firewall is off as I have written above.

problem was unpaid invoices, but the error message was SString(14672,"Getting an Enabler Failed, server not responding correctly, please try later."); Case closed.
