"Create activity" from the contact missing

"Create" menu item "Create activity" is missing in the 8.3
Should it be like that?

It was missing in one version. Check in current release version

Actually a new version of this bug is SL>>Reports>>Periodic customer statement "accumulates" amounts Not sure why it was duplicated, I clicked "submit"only once....
