Budget entry will allow to prepare and calculate budgets and easier creating of budgets
Header:

- Object
- Class
Matrix:
- Account
when a budget entry is created, all accounts type income and expense are populated
- Description
description of the account
- Result
Uses the same logic a "previous result" as in Profit & Loss report
for example, if the period in the header is 1.1.2018:31.12.2018 (12 months), then previous result, fill is the previous 12 months.
if we are in 20 November 2018, then it fill in 1.11.2016:31.10.2017 (last 12 full months)
- Budgeted>> if we already have budget created for this period/object/class, we populate this column. If not, it is empty.
- Add (se should support increase/decrease)
- Add % (we should support Increase/decrease)
- Budget
Post >> if we already have budget records, we refresh them. If not, the we create them.
Logic:
- When the window is open, we populate it with a full Chart of Accounts + anything that empty header will fill
- As Header fields are defined, we recalculate Matrix fields
