Hello.

"LOCKED" record is the record in Update mode, the one that is currently edited by user (New is not counted here).
System has a limit of 100 records that can be in edit mode same time.
If this limit expires you are not able to edit another record and you will get message - "Too many records locked".
This means until somebody saves a record, nobody else can modify any other record.
It might be that if users are loosing connection server is still counting records that were updated by those users at a time.

Please check if it is possible that current number of users have so many records in update mode same time.

If the limit is too low we can possibly extend it.
If this happens due to some other circumstances it would need to be investigated if this is not a bug.
