no e-mail received when changing a password of a SERP user

When you change a password of a SERP users, a user should receive an email with a link from where a user can enter his/her password.
What is the problem, user newer get the email? (the email address is correcet, verified)

sometimes the recovery email queue piles up and it takes some time to start working again.
