SetImportCodePage results in wrong chars

I have a text file where I have
"Röd stone" (I guess this text is in Danish language) which is imported as "R?d stone" even though I have a SetImportCodePage("UTF-8") in the begining of the import procedure.
Is it a bug or a feature?

What does the import say in 11-02 ?

Sorry it works in both versions. It looks like I have been looking at the right file and importing wrong file with damaged encoding.
