windows server 2003 performance issues

Our client complains about slow saving of records on the windows server 2003, e.g., saving an order takes 60 seconds. Coud it happen because the client has windows server 2003 on virtual machine (vmware)?

It depends on the VM and allocated ram and processor power. Is it one time or always, because 60 sec is also too much.

the client uses wmware. It is always, not just one time. And it did not happen with version 8.2, only after upgrading to the 8.3 this happens.
