Asterisk incoming calls fail with "Network busy"

Operating system: macOS

Asterisk 18.
We have 2 sip providers set up and I noticed that some incoming calls randomly fail with Network busy on the caller side while I cannot see that the incoming call on the Asterisk side.
Anyone faced with this?
Is this a provider problem or asterisk problem?

That day many government sites were under a cyber attack. The next day the problem was gone.
Our SIP provider haven't commented this.
